Youth in Crisis: The Connection Between Vaping Nicotine and Mental Health

The prevalence of anxiety and depression among young people has doubled during the COVID-19 pandemic, resulting in the Surgeon General issuing an “urgent public health crisis.” Meanwhile, youth vaping continues at epidemic levels, with many adolescents mistakenly using nicotine vapes to relieve stress. This is especially troubling given the fact that nicotine can increase stress as well as worsen symptoms of anxiety and depression. This panel brings together leaders in the fight against youth vaping and the promotion of mental health who will discuss the relationship between substance use, nicotine, and mood disorders, helping parents to identify and address the intersection of these adolescent public health emergencies and providing free resources to help. The session will also showcase Truth’s groundbreaking “It’s Messing With our Heads” campaign and its follow-up “Breath of Stress Air," that calls out tobacco companies for preying on teens by promoting false narratives about vaping nicotine and emotional health benefits.

Back in 2016, JUUL began promoting its flavored products on teen-focused social-media platforms and through the use of popular influencers that parents and other adults knew nothing about. How much has really changed since then? Vapes appear to be everywhere that young people are watching: on Snapchat and Instagram; on Tik Tok; in music videos; on popular streamed series and movies. This panel explores the extent of the exposure; its impact on youth behavior; and what can be done about it.

Distract and Confuse: The industry's exploitive tactics to control local and state policy-making

While vapes may have replaced traditional cigarettes in Big Tobacco’s arsenal, the industry's exploitive tactics and overall playbook are simply updated for a new generation. The industry continues to target priority populations and communities with menthol and other flavors, using new products and delivery systems that it claims are culturally important to the very groups it seeks to addict. Capitalizing on the current political climate, the industry attempts to paint public health efforts as government overreach and denial of individual rights. This panel will help clarify the muddled legislative landscape, offering parent advocates and policymakers guidance about how to arm themselves with the facts.

Federal Regulatory Update: E-cigarettes, Menthol, and the Future of Flavored Tobacco Products

FDA recently announced a historic end to the sale of menthol cigarettes. Thanks to Congress, the agency now has authority over synthetic “tobacco-free” nicotine. But almost nine months past the deadline for the e-cigarette decision-making process, the agency has still not ruled on many of the major industry players, notably JUUL, and has now admitted in court filings that it will not finish rulings until July 2023. Even more alarming is that the agency has set aside all menthol applications—even though menthol is one of the most popular flavors among teens who vape. Joelle Lester of Public Health Law Center and Carol McGruder, a cofounder of the African American Tobacco Control Leadership Council, explain what’s really happening on the federal front.

Flavor of the Month: Emerging Products, Synthetic Nicotine and Youth Use

The industry is shape-shifting in real time, constantly creating flashy new flavors and devices intended to confuse consumers, evade parent detection, and hook kids. Synthetic nicotine has recently come under FDA’s authority but it remains to be seen whether the agency will allow companies like Puff Bar–currently the most popular brand among teens–to remain on the market while its flavored disposables move through the regulatory process. Meanwhile teens are flocking to unregulated non-nicotine flavored vapes that make unsubstantiated health claims, thus normalizing e-cigarette use among younger adolescents. What does the latest data show and what needs to happen next?

Using its old playbook, Big Tobacco is revamping predatory tactics for e-cigarettes and other new products to lure a new generation of customers. Youth Treatment and Cessation: Clinical Updates and Options for Families

There is no current FDA-approved cessation method for nicotine addiction in those under 18-years-old. Flavored e-cigarettes contain enormous amounts of nicotine that are delivered more quickly and directly to the brain, packing a greater punch than traditional cigarettes, often leading to severe addiction that’s hard for youth to beat. Pediatricians, practitioners, and prevention specialists have to be creative, using traditional methods in novel ways including NRT (nicotine replacement therapy); medication combinations, talk therapy; and even high-tech solutions.
